Install external packages with Cygwin

I'm trying to install iraf in Cygwin step by step following this page:

Everythin goes well until I try to install the external packages. I found that there weren't "ctio-bin.cygwin.tar.gz" and "gemini_v1.9-bin.cygwin.tar.gz" etc. anymore. I checked "http://www.iraf.net/ftp/iraf/extern/" page and it seems that all the -bin files for Cygwin are gone.
What should I download instead if I still want install all these external packages in my Cygwin?

The iraf.net extern package directory currently contains binaries for those packages build for v2.15. There aren't generally Cygwin binaries available on either iraf.net or iraf.noao at the moment, however I plan to build the v2.15 Cygwin system this weekend so they will be available shortly. Until then, you'll need to compile the package locally from the source distributions (e.g. ctio-src.tar.gz). See the e.g. ctio.readme file for installation and build instructions.
