how to create iraf user in cygwin in vista?

I am a windows user; I installed cygwin and I am trying to follow the instructions to install iraf in my vista. But I got stucked since the beginning because, even if I have an iraf user in vista, I can't open/find/access it in cygwin. Please, you can laugh, but help me :)

An 'iraf' user isn't strictly required (it's an old convenience that was never expunged from the install doc when the Mac/Cygwin port was done). As long as you have Cygwin and a tcsh installed, just follow the rest of the procedures as yourself.
