Missing param files among listed packages in v2.13 Beta2

Hi,
Iâm running IRAF 2.13 BETA2 (downloaded from MacSingularity) on a G4 and the operating system is MAC OS X 10.4.10
I have noticed that among listed packages, some are not available
including a very important one, stsdas
when I try to load the stsdas package I get an
ERROR: task 'stsdas' has no param file
There's quite a few packages that elicit this error message.
Why is this? Are these packages not part of the v2.13 Beta2 download?
If so, then why are they listed?

V2.13 was (accidently) distributed with the hlib$extern.pkg file defining a bunch of packages, but the system itself isn't distributed with things like STSDAS (i.e. you need to download and install the source and binaries separately). Either that, or only the binaries were installed (the sources are needed for things like parameter files and help pages).
