See the Installation Guide at http://iraf.net/irafdocs/pciraf/. The install script is appropriately called 'install' in the $iraf/unix/hlib directory.

You must first have already unpacked the as.pcix.gen.gz source distribution file. The '$iraf' is then the directory where you did this and in there will be a 'unix' subdirectory, and in unix will be 'hlib'. The install does not retrieve the files for you,
