Can spectra of a non-rotator be broadened in IRAF for a specific velocity? Basically I am calculating rotational velocities for the stars using the technique as stated in Bailer-Jones et al. 2004, A&A, 419, 703. I would like to know if IRAF can do it.

Otherwise, you'll need to code the algorithm yourself in a script, there isn't a task that specifically does this.
