ERROR: task `scombine’ has no param file

Hi Folks,
I get the following error when I try to edit parameter file for scombine. I would be glad if someone can suggest a solution to this problem. I've been running IRAF (IRAF V2.12.2a July 2004) in Linux Redhat.
It is just to note that I've tried to create login.cl many times. I've been running iraf (cl) in a directory that permissions are set correctly for the user!
ec> epar scombine
