Is there a task?

I have a two dimensional image; it is 3 pixels x 25 pixels. I want to decompose it into a sum of 23, overlapping, known 3x3 images. Or conversely, I want to combine 23 3x3 images to make a specific 3x25 image. Is there a task, maybe in a spectral package which I can use?
