Installing Cygwin for iraf Use–Problem

I finally carved out some time to install CygWin on my Win XP machine. I requested install via the internet, and it died somewhere along the line. I then tried again, requesting download. I now have about 120 folders in my download folder for cygwin. I don't see any indication it installed. I was expecting some install program somewhere. What next?

IRAF is distributed as three compressed tarballs: the as.pcix.gen.gz (AS = All sources), ib.cygw.x86.gz (IB=core IRAF binaries) and nb.cygw.x86.gz (NB=NOAO binaries). The 'cygw' indicates Cygwin binaries. You would normally download these files from the Downloads link above, unpack and install according to the directions in the installation guide (http://iraf.net/irafdocs/pciraf). The example given in the guide refers to 'redhat' as the architecture, the process is the same if you instead use 'cygwin' for your system.

My understanding of the use of IRAF on a Win XP machine is that one must install CygWin, which is a Linux facility that acts just like Linux. After I install it, then I can install IRAF, I believe. The installer is from redhat. It gives me to choices to install Cygwin, as mentioned.
Apparently, to use IRAF, I need to got to a link above to download/install Cygwin. The Link menu? Which choice there?
I'm looking at the IRAF install guide you cited. I see no ref to Cygwin or Miicrosoft Win. I guess somehow this will setup IRAF somehow, so that I can execute it?

Cygwin must be installed first and is independent of IRAF. You can get what you need from cygwin.org but be sure you have this installed before trying to install IRAF. If a connection times out when installing Cygwin, try using a different mirror site.
The download link on this site gets you ONLY the three iraf distribution files I mentioned. There are no specific instructions for a Cygwin install, the process is basically the same on all systems so while the guide may specifically mention 'redhat', you can just as easily use 'cygwin'.

As I understand it, the redhat facility installs Cygwin. I'll work with a redhat newsgroup to see why it didn't work. Supposedly each of the two choices should work. They didn't.

There is no one 'manual'. All the tasks have help pages in the system you install, see the Docs link above for cookbooks about various kinds of reductions and processes.
