phot format code typo

I noticed that phot (and daofind) frequently give the wrong date format in the magnitude (and coordinate) file headers where the year format only has 3 y's:

#K DATE       = 2008-05-26              yyy-mm-dd  %-23s

It affects some of my old data so this has been around for a while. Looks like it might come from apphot/aplib/apwparam1.x

Also, doing a

help pstselect option=source
       OR
help allstar option=source

looks in the wrong place for the source files.
